Can I make the "To" and "cc" boxes larger than just 1 line?

Can I make the "To" and "cc" boxes larger than just 1 line?

If I need to cc several people it appears that I have to keep scrolling to the right to add them at the end of the list. I suspect this is just a setting that I can fix, but I can't find it. Thanks for any help!
