Can Leads be consumers

Just started using Zoho. Seems Leads are businesses and contacts consumers. My business is aimed at consumers and I'd like to use Leads as Customers not other businesses. What I'm asking is does Zoho operate Leads as B to C or is it strictly B to B? Is B to C possible in Leads?
