Can't add read receipt to email templates

Hi when I used to email from Contacts or Leads I was able to select a Read Receipt. Where can I enable this option again? Also if I have attachments in the template they are now listed at the bottom of the screen and covered up by the toolbar which also now appears at the bottom of the screen. Is there a way to move the toolbar to the top where it used to be?
