I'm create Profile "Sales" and set "Private" in Data Sharing Settings. We have 4 user in "Sales" and it's working and User (Sales) can't share data (another owner).

But today, User can see all data of another owner. They can see all and can edit Data Sharing Settings (same Administrator).

This is Big Problem.
