Can the user interface language be selected by the end-user?

Can the user interface language be selected by the end-user?

I am creating a bilingual wiki and need to know what Zoho Wiki capabilities are before I design the structure of the wiki. 

Ideally, I would create one large wiki with pages in English and duplicate pages in French. When a French end-user comes to the wiki they would have option of changing the UI to French and reading the French content only. When an English end-user comes to the wiki they would have the option of changing the UI to English and reading the English content only.

Is this possible?
