Can this be done using Zoho ?

I need to put together an application (for private/family use) somewhat of a multiple user todo list, BUT where 1/registered users may NOT edit their own todo items once entered, and 2/the content protection system is set so users may see other users' item titles, but may not see item descriptions/details. At any time, a user can grant another given user the right to (ideally pick and) disclose ONE (and only one) of their item description. IOW, I am user A. I enter 10 todo items, in 4 several categories (40 total). Once done, I may not edit those. User B may browse my categories, and entry titles, but may not view the description/details for any entry. At some point, I grant user B the right to see one particular entry's details. And that's it. Once consulted, that item becomes disclosed (any user may see it's description), and we're back to square one, where I may enter other items, which only titles are viewable, until I grant another user the right to see one particular item's description. This is the basic idea.

Can this be done using Zoho (by a somehow computer literate newbie) ? TIA. If not (or not without extensive tweaking), any other idea would be welcome (customizable script, etc.)
