Can users have reader rights for one territory, but editor rights for another?

Can users have reader rights for one territory, but editor rights for another?

Hi,

Is there a way of giving users within the Australia territory visibility of the UK territory contacts but no edit access? So the Australia users need read only access for the UK  territory , but they still need to have read / write / delete for Australia territory contacts.
