Can users of the free edition have a public application?

Hi, I just signed up today up for Zoho and am currently on the enterprise trial run. I have only one application, which is a registration form for a website I own. I want to make it a pubic application so that people who register to be volunteers via this form can sign up without having to create a zoho account. I only want to be able to access their responses to the registration form. Can I do this with the free version? That's the only thing I need: a public registration form where I can access the data. What's the criteria for this? Thanks for any help!
