Can you move the Notes input box to the top on the CRM Leads Detail?

Can you move the Notes input box to the top on the CRM Leads Detail?

For some reason, I am the administrator and I can see the notes input box near top of leads detail page.  However, my sales reps have the notes input box very far at the bottom.  Can this be modified?
