Cannot change delete or change name of user

I've tried to ammend the name of a profile (not having the facility to do do this basic change!) and then tried to delete and create a new user profile. the new user has the same the email as it is a postion which is elected each year. embarrisingly the old elected officers name keeps appearing - which is unacceptable (for obvious reasons). I wish to get it back top a generic user profile based on the position (not the name) but each time I try the old name keeps popping up :?

surely it would be useful/essential to be able to change names of users and to ensure that once a user is deleted the database is cleared of associated emails and would be able to attach previousely used email with new profiles.

I can't see any way around this - which is frustrating - we can't/should not have to make an new email to accomodated this error/glitch in the system.

what can be done to soert this out nonow and in the future
