Cannot create new user

I just installed on a Windows 2000 Server and when I try to create the first user, the browser refreshes to the following page, and dos nothing more:

http://mydomainname:8080/crm/zohosignup.sas

(mydomainname is a placeholder for the actual IP address).

When I look at the source for the .sas page, there is nothing of note there:

Please advise troubleshooting steps.
