Our users have recently noticed that there are certain manuals where we cannot edit any of the articles. Even the user who created the article cannot edit. I have an admin profile and I am also unable to edit the articles. Is this an ongoing bug?

Kindly see screenshot. There should be a pencil icon but it's not there.
