Cannot unblock user account

Hello!
One of our account has been blocked recently, because it exceded 5GB of storage to exactly 102%. Now, when some emails have been deleted it states that mailbox space usage is 97% but I still cannot unblock this account via Troubleshooting menu in Control Panel. I get the "this function is for paid users only" message.

My plan was to get the mailbox working on Outlook (now it's not) by removing some emails. And then, remove some more old emails via Outlook to free some more space. Unfortunately getting to old emails via new Zoho browser interface is a pain.

I would like to ask you for help in making that mailbox back to work.
