I read this entire article  https://www.zoho.com/writer/help/document-templates.html

I saved a document as a template.

I go to "Templates" in Writer and click on my template.

It doesn't create a new editable document — it just opens a view-only version of my template (can't edit it at all). 

The other pre-loaded templates are working great (see below screenshot), it's just the ones that I create myself.
