Changing user roles + backups

How do I change the role of a user? If I click on "User" I get "No database objects (tables or reports) shared to this user". I need to assign another user as database owner/admin.

I also upgraded to the Standard Account which provides Backups. When I go to Backups, it says "No Backup available." Why's that?
