Clarification: Can end users view all tickets raised by their organization?

Apologies if I've missed something straight forward here, but I'm having a hard time understanding the Customers can view tickets of other users in their account setting. I have enabled it, and have multiple users under the same domain (ie. bob@smith.com and joe@smith.com). Neither can see the other's tickets.

Is there a setting I'm missing, or just a simple misunderstanding? I need to have it where all users of a particular organization can see each others tickets, and am unsure what the above setting actually does, or what I can do to take advantage of it.
