Clarification on “Change Owner” vs Dispatcher Role in Work Orders

We would like to understand the purpose and correct usage of the “Change Owner” option in the Work Order module.
As we noticed, there is an option to Change Owner in the Work Order. At the same time, there is also a separate field/role for Dispatcher.
This creates some confusion regarding their respective purposes.
