close accordion on click

I have a couple of issues using the accordion element.

Firstly, when you open an accordion section you can't click the heading again to close it. Can this be made possible

Secondly, when you scroll to the end of  a section and click to open the next section, the new section opens back at the top of the page and you're left looking at the end of the section that was just opened. Can it be made so that when you click an accordion section the page scrolls back to the top automatically?
