Commerce Classifieds template

I would like to create a Zoho Commerce site that allows me to create a classified ads, type of site where users can sign up and post listings for sale, etc. I don't want to exchange money between buyers and sellers but allow sellers to promote their ads, etc. by paying us a fee. Any option to do this?

Or is this something that should be built using Zoho Creator? ¯\_(ツ)_/¯
