Connection to POP3 server has failed

Connection to POP3 server has failed

I am trying to connect to my zoho.com email account using, Outlook Express, from 2 different PCs.

Both have the identical settings but only one can connect and receive emails. The second machine reports the following error:

The connection to the server has failed. Account: 'RP Service', Server: 'pop.zoho.com', Protocol: POP3, Port: 995, Secure(SSL): Yes, Socket Error: 10060, Error Number: 0x800CCC0E

The second PC was setup in the past two days and initially connected and received emails, but now has stopped.

Neither PC is deleting the messages from the server and I can view them via the web interface.

Any ideas?
