contacts in one campaign and not in another

contacts in one campaign and not in another

How do I configure a report to show me the list of contacts associated with one campaign with a status of "Bounced" AND NOT associated with a second campaign with a status of "Sent"?  

In other words, I'm trying to list those contacts that didn't get the email and have not been sent a postcard yet so that I can send them a postcard.
