We are looking for a solution where a Lead can be created with minimal amount of required information (First Name & Last Name) but before the Lead can be converted to a Contact, the Lead's Email & Phone Number fields have to be filled.

We can set "Required Fields" in Contacts which only applies when a new Contact is created but these rules DO NOT apply when a Lead is converted.
