Convert Action not available in workflow rules

Convert Action not available in workflow rules

I am trying to create a workflow rule that will convert my Contact into a Deal whenever a Contact is created. 
I was trying to use the workflow rules, but the "Conversion" option is not available on the drop down as specified in your documentation!?
