Could but CAN NO LONGER delete LEADS

Could but CAN NO LONGER delete LEADS

I kept getting an annoying pop up message each time I deleted 100 Leads and since I had several thousand to purge I checked some box that said something like DO NOT ALLOW to create more ?????

I can not delete even one record now.  How do I fix this mess?
