I apologie if my english is not too clear at times (its not my primary language)

I would like to ask the following:

Having two fields as shown on this picture

I want to make it so that when you select "Finalize" it turns the last field ( shown as Number) into required field validation!

Is there a way to do this? Any help is very much apprecited.
