Create a Token which is connected to different Modules

Hi,

I would like to create a module of tokens. My commercials give discount cards to our clients. I would need a new module where I can connect it directly to a contact or account to whom they gave the cards, so we have an overview who has them when they were given and when they expire.

How can I possibly create the module.
