Creating document in Zoho people specifically for an employee

Creating document in Zoho people specifically for an employee

I need someone to let me know if this is possible (or will it be?)? 

I have specific files & forms that need to be created for employees. 
I would like to have them uploaded all to zoho people in the files folder and to be able to select the employee i need, have it fill out the information from that employee's profile, maybe add some things of my own onto the file, and then send it to them. Only the employee should see this file. 

An example of this would be a documented verbal warning: 
I created a form that I will use as the verbal warning template.. 
I would like to select the employee that I am sending it to, then I need to add in my own notes of why they are receiving this (documented) verbal warning. Then the file is created and placed in HR forms for the employee to view/sign. 

Is this possible?
