Creating groups of people in my contact list

My organization has only a few email addresses that are official organization addresses. But we have dozens of outside contacts. We need to group those contacts in our address book into groups such that we can easily email the group. How can we accomplish this?

The "groups" feature appears to only be for email accounts that are part of my organization. That will not work for me.

Is there another feature I can use to email a group of contacts with one message without selecting them individually and adding them to a cc: or bcc: list?
