Creator Limits / Restrictions

I've looked through several FAQs but can't find these

1. what are the limits and restrictions on databases created with Creator? How many records? size of file uploads? total storage?

2. If I have a database that only I can add records to, but which is available for searching by the general public, is that going to be one of the types of apps that will require a "business" license when that goes into effect? or would it be in the free user category?
