Criteria for Field Rules Not Working if Criteria is Based on a Disabled or Hidden Field

I have an issue where I have "Field A" that essentially serves as a reference field containing a unique ID. So that field, by default, is disabled. 

I am trying to create another field rule to hide or show "Field B" based on "Field A" value, but the criteria filter is not working properly. When the criteria is met to hide the field, it still shows it.

However, I notice that when I changed "Field A" from disabled to enabled, the criteria filter worked correctly. After further testing, it seems that the same applies to when "Field A" is hidden.

Long story short - it seems that criteria filters for Field rules and Report views do not work if the field referenced in the criteria is hidden or disabled. Am I the only one that thinks this is a problem or has run into this issue?
