As the title said is there any custom fuction that can help up Auto-assign a new contact owner based on inactivity of a contact?

For example we have the X person that didin't put any note,task or any other activity on the contact in the past 7 days, is the any custom fuction that can change the owner of the contact to someone else? We're looking for a solution to migrate that lead from a person to someone that haven't been on that contact before so it won't end to the same person in the end.
