Customize the "Quick Actions" layout

I would like to be able to decide which fields pop up in the layout of the "Quick Actions" function. 

Previously, folks have asked about this possibility here:

The answer given was that if you make fields mandatory in the layout, they will appear in Quick Actions. That is, if I edit the layout of the Contacts module to make "Title" mandatory, then when I am in the Accounts module and use the Quick Action popup to "Create a new contact," then "Title" will appear. 

This is very nice, but I would like to see even more flexibility introduced, so that I could remove fields from "Quick Actions" which are unnecessary (e.g., when quickly creating a Task I personally do not need to use the "repeating" function), or include fields which I do not want to make mandatory but which are regardless very helpful to have in Quick Actions. 

I understand that every mandatory field must appear in Quick Actions, but some non-mandatory fields are included by default, and these are the ones I wish to swap out according to my needs.
