Daily leave reset policy only for remaining leaves from the previous year

Hello,
when talking about daily leaves, our company has the following policy:
- each employee get 22 days of leaves at the beginning of each year
- at the end of the year, the remaining daily leaves are carried on to the next year
- on the 31st of March, if there are still remaining days from the past year, they are reset to 0

So, as an example:
- on the 1st of Jan. 2023 I got 22 days + 4 days from the previous year = 26 days
- on the 1st of Feb. 2023 I get a daily leave. My remaining amount is now 26 - 1 = 25 days
- on the 31st of March 2023, the remaining leaves from the previous year (which are now 4 - 1 = 3 - see previous point) are reset to zero. My new balance will be 22 available daily leaves.

What is the proper way to set leaves in order to get this result?
