Data Level Permission

I am in the process of adding users and I have run into a Data Level Permission problem. I have cloned the Standard User Role and modified the new role's Data Level Permission to "Admin only...". This seems to work (in that it restricts the user's view/edit capabilities to items that they are the "Owner" on) in all modules except for the Contacts module. For some reason all of the Contacts are viewable in the Contact List view. You can also generate a Print View. The User is however blocked from accessing the Contact Details view.

Is this expected behavior or is something misbehaving?
