Declined chat - no option to pick up

As a supervisor, if I decline an active chat, I should still have an option to pickup a chat at anytime.

On a current chat transfer from a bot - after a decline, there is no option to pickup the chat or join the conversation and thus the chat will just sit there.

I have attached a screen shot below of what it looks like after I decline an incomming chat transfer.
