deleted project, can not add project.

deleted project, can not add project.

I created a test account a few months ago, had one project with nothing in it. Just testing around I deleted the project. Now I don't see anywhere that I could add a project. The help says I'm suppose to see a blue button on the right hand side. I don't see any button. Can someone direct me to where I can add a project?
