Different role in different Apps

Different role in different Apps

Scenario:
X is currently a portal owner of Zoho Projects (Paid subscription) and Y is one of the admin in this portal. (Though irrelevant for Projects, they have the same email domain abc.com as login)

Can Y be the super admin of Zoho Mail (Free or paid) and register the domain abc.com? (Authorized by X or not, we don't need to register any domain with Zoho Projects)

or it has to be done by X? 

Goal: We are considering to migrate email to Zoho.
