Disallowing contacts associated with accounts, while allowing contacts associated with vendors

I'm new to Zoho, and I'm trying to better understand how to do two things; (a) keep account-associated contacts hidden from peer users, but (b) allow vendor contacts to be seen by everybody.

We don't want salespeople to have access to each other's accounts and contacts, but we want to make sure the contacts who are associated with vendors are seen by everyone in the organization, lest data duplication occurs.
