Do filters work on the spam folder?

Do filters work on the spam folder?

There's one especially annoying, frequent spam email that does go right to my email spam folder, but I'd rather it got automatically deleted. Setting up filters is effective for mail coming to the Inbox, but doesn't seem to work on the spam folder. Is that by design? Or did I likely do something wrong?
