Docs for Create Public wiki don't match site?

Docs for Create Public wiki don't match site?

I was trying to find a way to create a publicly accessible wiki, and ran into some dead ends.

https://zohowikihelp.wiki.zoho.com/Create-New-Wiki.html explains how to create a wiki and set it to public. However, when I tried it, the page I saw at step 2 (the first screen cap on the indicated page), didn't have a Permissions section. The site that got  created was Private.

Next, I tried to find the settings to change a private site to public, following instructions here: 
written by the esteemed Revathi Priya :-)
  • Go to Wiki (menu at the top) > Settings > Permissions  [OK]
  • Click on Actions > Custom Permissions  [OK]
  • Click Add Users > Select Public Users 
There is no 'Select Public Users' button or link. There is a 'Select Wiki Users' link, and that opens a dialog for 'Contacts List'. In any case, this seems to be a path to adding individual public users, not making the wiki public to unregistered users.

So I'm stumped -- I don't see how to create a wiki that's public.
