Is there a 10 document limit under Zoho People - Onboarding - Document & Policies?

I uploaded files to Organization files and when i go to Onboarding - Documents & Policies - Documents to be Read, those files show up in the dropdown list and I can choose them and add them. However, if I add more then 10 documents I get a server error and it wont allow more then 10 documents to be attached. Anyone else have this issue? Is there a workaround or am I doing something wrong?
