Download Bug Attachment with Rest Api

If I get a bug attachment url, how do I download that file using the rest api? There doesn't seem to be any documentation about the url to download an attachment, or what the rate limits are for attachment downloads.

For example, if I have the url " https://projects.zoho.com/portal/xxx/openAttachment/download?file=xxx" how do I download it from my API with just an access token? If I append my access token parameter to that url query string I get an error.
