E-Mail Attachment Error Processing Request

What is the size limit for receiving email attachments? I am able to see the attachments in our account webmail and I am able to open them in Outlook, but VO only displays an error. The file sizes are 4MB and up that we are having problems with.

How do we change the size limit? We need this to be at least 10MB.
