electronic medical record for clinic

I need an electronic record for inputting patient's data - for as many consultations as I want - ability to attach files, to bill patients for each test/consultation, to send requests to a laboratory and to link with zoho invoices for billing. it would need multiple users - one for each added doctor with different administrator rights. See http://www.vertikalsystems.com/en/products/pm/overview.htm and also Simple EMR http://www.digitalcairo.com/simple_emr.aspx. It does not have to be as complex as vertikalsystems but has to be more sophisticated than simple EMR. It needs to have a database with backup and accessible from anywhere with rapid movement between screens. If possible to be able to email files into the system and then move these files into a specific patient record (rather than upload the files).
