Email alert when a file is added to a lead - possible?

I'm curious as to know if this is possible.

I am wanting to set up an automated workflow where:

Lead is created (no trigger)
PDF is manually added to lead profile (trigger)
Email alert sent with file attached

If Zoho cannot perform this, is there any solution that can integrate with zoho to do this?

The files are not stock standard. It's an application form from each lead that's been generated through offline sales
