email blocked and saying i cant unblock it.

I've had my email blocked and when i deleted enough emails to create space to have it unblocked. its giving me a notice of "this is only for paying customers"  I dont understand this statement . please get in touch with me on muzungumom@gmail.com as my machi@safesolutionsltd.com has been blocked.

I need it unblocked urgently please.
