email from client did not create ticket

email from client did not create ticket

We have had this happen a couple of times in the past and them it seemed to clear up but today it happened twice.  A client will send an email into our support address but it will not create a ticket.  We know that the email came because we have it copy us in a group as well.   The 2 emails that came in today were from different domains but neither created tickets. 

the first came in at 6:28am EST the other one at 4:37pm EST 

If you need more info let me know.   I tried to recreate the problem and in both cases tickets were created and everything looked fine.
