Email Outgoing Blocked!!!! HELP

Hello Zoho Mail Support,

The outgoing is blocked for agnel@accudocinfotech.com for more than 2 weeks. Please enable the same.

While trying to click to enable outgoing it says "Operation permitted for paid user(s) only."
