Email receipt delayed (if at all) - noticed different receipt times showing up in webmail new view vs. classic

Like many others, we are experiencing intermittent delays of email showing up.  I can sent a colleague two test emails from a separate account - one may show up, one may not show up until hours later (if at all...)...

One oddity I noticed that may help pin down the problem here, is that I noticed that an email that showed up hours late, reported two very different associated times in the webmail portal.  In the 'new' webmail portal, the time reported was the time it showed up (very delayed) - when I switched to the classic view, the time reported appears to be when it was actually sent.

Receiving our email in a timely fashion is CRITICAL to our business.  WHAT IS GOING ON???
