I'm trying to create sub-folders to organise all of the email templates and I found some instructions here:  https://www.zoho.com/crm/help/templates/email-templates.html#Manage_Email_Template_Folders

But I can't find any of the option to go to 'Setup' or the 'Email Templates' page.
